HOBPAS is an abbreviation for Haryana Online Building Plan Approval System. It is a State’s initiative to ease the approval process. It will allow the citizens to obtain building plan approvals, construction/reconstruction certificate, DPC certificate, occupancy certificate, etc., online.
HOBPAS is great initiatives that will reduce the amount spend by citizen on the approval process. It will also limit the human intervention along with enhancing transparency.

Follow the Steps to register on Haryana Online BPAS website to apply for building plan approval:
Step 1: The first step is to log in to the portal of Haryana OBPAS, as the user registration is a mandate. So, if you are a first time user you will have to move forward just through registration process. The portal can be used by both the architects and individual applicants who are primarily applying approvals of building plans.
Building plan approval is important and HSIIDC allottees should apply from here. Even the plot owners of either commercial or industrial for DTCP, DULB, and HSIIDC need to apply.
Step 2: Choosing the ‘Sign Up’ option to register on the portal as a public user is required. That will further redirect you to Public User Registration page.
Step 3: Now, fill up the details like your name, date of birth, contact information, logins and security related questions. You should fill the form carefully to avoid any mistakes or incorrect information as it is has legality involved. After completing it, click on the Save option and then proceed further for other options.
Step 4: Now, a pop up will appear on the screen that your account has been created successfully. It will now need more details asking for account activation where you can give your registered email id and address. Further click on the system generated activation link to move ahead. Then, the link will be activated and will again ask for the following submission. After that, submit the building plan application submission and other details.
Step 5: So, now as your official ID is ready and you can log in through entering the relevant details. Now, you will be redirected to the common home page of the official website.
Step 6: An architect, a structural engineer, an electrical engineer or a PH engineer needs to register as well. It has two types of registration options – New Registration and Already Registered ULB.
But if you are not registered, you will be directed to a certain workflow. Once it will get approved, you can easily download your license from the portal.
If you have already done registration , enter the details and fill in your licence number to complete verification. Once it is done the application will be get the approval. After that, you can download the licence from the respective client portal.

Step 7: Read the instructions and click NEXT… When the NEXT page opens enter the details. Like department to which the technical person is registering, type of technical person, applicant details. You will require to enter name, address, email, mobile number, qualification details, education qualification, certificate number, supporting documents, licence number. Also, COA number if the user is an architect and own work experience. Now, you just need to save the details and proceed further.
